Contact the location you picked the vehicle up from directly: they are the rental company managing your contract and support on the vehicle. Their details are in the confirmation email and on the location's page.

Make sure people and the vehicle are safe, fill in a joint accident report if other vehicles are involved, and notify the rental company right away — they'll tell you how to proceed based on the coverage in your contract.

The rental company is required to report the driver's details to the authority, who will notify the actual offender. The rental company may also charge the case-handling fee stated in the contract.
